In New Zealand, the Learner Approved Motorcycle Scheme (LAMS) is designed to ensure that novice riders develop their skills on machinery that is manageable, predictable, and appropriate for their experience level. How is a LAMS Bike Defined?

The core of the LAMS regulation is a two-tier restriction system based on engine capacity and power-to-weight ratios. To be considered LAMS approved, a motorcycle must meet one of the following criteria:

1. Under 250cc: Almost all motorcycles with an engine capacity of 250cc or less are automatically approved, with a very small number of high-performance exceptions (primarily older two-stroke race replicas).
2. 251cc to 660cc: For mid-capacity bikes, approval is strictly based on a maximum power-to-weight ratio of 150 kilowatts per tonne (150kW/t). Additionally, the engine must not exceed a total capacity of 660cc.

The Power-to-Weight Factor

The 150kW/t limit is the technical "ceiling" that prevents high-performance, lightweight race bikes from being used by learners, even if they have smaller engines. This calculation includes the weight of the motorcycle in full "kerb side" trim (including oils and a full tank of fuel) plus a standard allowance for a rider. This ensures that the bike's acceleration remains within a safe threshold for those still mastering throttle control and emergency braking.

The Official NZTA List

It is important to note that a bike isn't LAMS just because it is 500cc. The NZ Transport Agency (NZTA) maintains a definitive list of approved makes and models. Some bikes, like the Gas Gas EC500F or certain motocross-derived enduros, are excluded despite being under 660cc because their power delivery is deemed too aggressive or their power-to-weight ratio exceeds the legal limit.
